Runtime error '-2147024770 (8007007e)'

I have installed the new Q-Xpress for about the tenth time and it tells me whenever I try to run the program:

Runtime error '-2147024770 (8007007e)':
Automation error
The specified module cannot be found

and then when you click ok Q opens but will just give that message again if I try to install anything.

What version are you using?
Have you reinstalled?

I get very much the same error when trying to install/run version 1.1.9. I had the same problem with 1.1.8, and never was able to use it. The debug.log file contains only the following:

Form.Load Checking for existing debug.log...
Form.Load ----Start Initialisation----
Form.Load Q-Xpress Installer - Debug Version v1.1.9
Form.Load Checking for existing debug.log...

It seems to get stuck with that "Checking for existing debug.log..." line showing at the bottom of the QXpress window when I try to download something with it.

Any help would be appreciated.

when I hit install a box comes up that says runtime error 13 type mismatch.
